My guess is that this is knit using Elizabeth Zimmermann's Pi Shawl as a base. In her shawl she points out when increases should happen - It works by doubling the number of stitches in a logical progression. On rows, 3, 6, 12, 24 etc. It's easy to find a pattern for it - just google Elizabeth Zimmermann Pi Shawl.
